I personally am not a big fan with the fact that the USPS has dropped the educational requirement to become a member of the USPS. I think it is some what on par with giving your 16 year old the keys to the car with out them going through any basic drivers education courses or passing a drivers exam.
I understand the marketing aspect of the move. Very similar to the Chinese government realizing their society will dwindle without women as part of their society and in an effort to promote the female population in the country, the government offered a monetary "bonus" to families who gave birth and kept their daughters.
This move indicates that the USPS seriously believes people look at the USPS and get to the part of the application form that mentions needing to have attended at least a "Boat Smart" class and say to themselves, "NO WAY! I am not going to be a part of an organization that requires me to know something about the rules of boating."
Seriously, that can not be why membership is declining. Could it be that people have so many other commitments in their lives between work and the kids soccer, baseball, softball (fill in anything else) that something had to give?

The main challenge as I see it and with conversation with other people that have joined the P.S. is that they cannot understand the value, and we do not have a good elevator speech to give.
It is all about name recognition and marketing.

So the argument goes, "If I am not required to have any education to operate a boat by the state or federal agencies, why should I join an organization that quires basic boating education?"
Should the squads & districts ask national to come up with a good marketing message (elevator pitch) we should/could use for new members or just take out the education requirment entirely since state and federal agencies require less skills verification for boating operation than they do for vehicle (cars, trucks, motorcycles, etc) operation?
